Statement by Amb. J. Enkhsaikhan, Governor of Mongolia on the Iran issue

Mr. Chairman,

Mongolia would like to thank the Director General for his report contained in document GOV/2009/741 . It reaffirms the fundamental and inalienable right of all States Parties to the NPT to develop and research nuclear technology for peaceful purpose in accordance with Article IV of the NPT.

We note from the report that though the Agency has continued to verify the non-diversion of declared nuclear material, there has in general been no movement on remaining issues of concern for over a year. The Director-General’s report as well as the delegates that have spoken before me dwelt in detail both on the progress and lack of it, on enrichment related activities, reprocessing activities, heavy water reactor related projects and other implementation issues since the last meeting of the Board. This mixed picture has been well recorded at yesterday’s meeting therefore I see no need to dwell on it.

Mongolia has always supported international efforts to resolve this issue on the basis of good will and cooperation. In that context, since the last Board meeting, it supported the October 1 meeting and understandings arrived at in Geneva as well as the Director-General’s efforts to address the issue of refueling the Tehran Research Reactor as important confidence building measures and expresses the hope that Iran would soon respond positively to these gestures.

Mr. President, the German delegation on behalf of the “P5 + 1” has circulated a draft resolution on Iran’s nuclear program for the Board’s consideration and action. We believe that this draft in spirit is in line with the Director General’s report on the item.

Mongolia believes that viewed from the standpoint of the report, the draft resolution is balanced. Hence it supports the draft and expresses the hope that it would serve a positive role and provide a much needed impetus to the latest efforts to resolve this long-standing issue.
