On October 5, the preliminary registration for the Population and Housing Census started and will end on October 25.
Artisanal miners, the homeless,herders on transhumance, and foreigners who are staying in Mongolia longer than183 days are to be registered at interim bureaus set-up at relevant khoroos and baghs. It will provide the possibility to approximate how many people will be registered during the Population and Housing Census which runs from November 11 to 17.
Mongolians staying abroad longer than 183 days will registerby Internet from October 10 to November 17.They can visit the website at http://www.toollogo2010.mn and register themselves and relatives and inform about their purpose abroad and in which country they are living.
Mr. Amarbal, Chief of the Population and Housing Census’ bureau, explained the difference between the Population and Housing Census and the Revised Civil Registration, “During this census, carried out once each decade under the UN’s recommendation,census-takers with special bags,pencils and certificates will visit every family to register citizens and will complete the results of the census by
June, 2011. For the Revised Civil Registration, it is permanent activity without interruption. Population and Housing Census becomes a source of information to make any planning and assess any policy and program and legal guarantee for a basis to make State Policy. It does not require any civil documents and creates detailed reference of individuals. However, the revised civil registration is a start of developing a registration system and a legal guarantee to receive a share from the State. Additionally, citizens themselves must go to the local administrations with their documents to create a legal reference.”
Based on the results of the Population and Housing Census,it will be significant to determine policies such as, where new schools and hospitals need to be established,whether administration divisions
should be altered, when Mongolia’s population will reach 3 million, what policies should be adhered from present day for citizens who will retire in the future, how many people live in gher dwellings while how many people live in apartments as well as whether the population can be provided with a source of drinking water.
