Government reports on progress for first 100 days

On February 10, 2010, Prime Minister S. Batbold greeted the 100th day since establishment of the government. A report on the 100-day works was given to the media by the Prime Minister. Present were Ch.Khurelbaatar MP, head of the Cabinet Secretariat of the Government; L.Gansukh, Minister of Environment and Tourism; D. Zorigt, Minister of Minerals and Energy; T. Gandi, Minister of Social Welfare and Labor; T. Badamjunai, Minister of Food, Agriculture and Light Industry; L. Bold, Defense Minister, and some vice ministers.


Government officials are pleased to announce their accomplishments for the past 100 days

According to Ch. Khurelbaatar, the current cabinet is continuing activities of previous governments and is creating new ideas, works and realizing them.

On the first day of the establishment of the new cabinet, Prime Minister S.Batbold raised new concepts for providing every person with a job, education, increasing competitive capacity of taxes, laws and investments, manufacturing final products, renewing structure of all stages of education, obeying laws and on introducing a responsible system, and announced his motto “Together we can”.

The Prime Minister’s successful works were appreciated by his counterparts in Russia, China, USA, Germany, Japan, UK, the Republic of Korea, India and other countries, he said. Addressing educational sphere officials, he said that he will promote this sector more than the mining sector. The PM announced that he intends to introduce the Standard of Cambridge in the educational sector of Mongolia with a goal to set up internationally-accepted education. He said the government intends to decrease the number of universities and institutes by unifying them and to increase the number of vocational training centers. The aim is to develop higher education by way ofintroducing the campus-style as well.

Parliament approved a bill on the Human Development Fund for granting benefits to people and changing the duplicated system of social welfare.

Mongolia’s government raised a goal to bring its mineral resources to the world market after saying “Capital market is the lever of development”.

Works started under the initiative of developing a green economy and implementing projects called ‘Green permission’ and ‘Products with green seals’. Moreover, proposals were developed to strengthen the system of Mongolia’s democracy and to promote a form of civil society on the occasion of the 20th anniversary of the Democratic Revolution of Mongolia.

The U.S Millennium Challenge Corporation made a decision to implement a project with financing of USD $188 million in Mongolia. In view of putting deposits of uranium into use, the cabinet put forward a proposal to create certain financial resources from the international capital market, and started some measures.

Related officials were ordered to bring the health sphere of Mongolia to international standards and reform the system of Ulaanbaatar city’s hospitals.

The government announced the year 2010 as the year of ‘Reform for Business Environment’. In addition, it started discussing matters for improving the registration system and carrying out a renewed civil registration in 2010.

A working group started to decrease the price of hay and fodder for herders in accordance with a governmental decision.

Related officials were ordered to work out a general plan for development for Ulaanbaatar city until 2030.

A regulation was issued to consider and make decisions on governmental agendas through public discussions.

Tariffs were introduced for all types of communication that are not dependant on geographical positions. Additionally, a decision was made to decrease the tariff of Internet service four times in order to provide the public with this service.

An order was issued to realize a project named ‘Smoke-free Ulaanbaatar city’ in order to take a complex measure for reducing smoke.

Under an initiative to increase the number of Mongolian students studying in the USA, a Mongolia- America joint foundation was set up by expanding the Fulbright project with 50:50 financing.

Officials were ordered to create residences for local citizens and patients at the biggest hospitals and to introduce this standard for new hospitals to be erected in the future.

Initiated by some MPs, a national program named ‘Mongolian livestock’ was supported. In addition, a donation campaign started called ‘Let’s help herders’ to render assistance to aimags in bad situations due to extreme cold weather. In line with this campaign, relief goods amounting to Tgs 1 billion, 404 million went to them.

A proposal was issued to operate the Tavan tolgoi deposit with 100 percent state-ownership.

An Economic Forum of Mongolia was held for the first time. It discussed issues on mining, capital market, state competitiveness, registration system, environment, ‘green economy’ and budget reform.
